China

China's National Bureau of Statistics reported an average 2025 pay of RMB 80,739 for production and manufacturing personnel. Chinese employer contributions vary by city but include pension, medical, unemployment, injury, and maternity programs.

Converting annual pay into hourly cost and adding local employer contributions produces a practical planning range near $6.70–$7.30 per hour. This is a calculated range, not a national tariff or guaranteed factory rate.

Philippines

The Philippines uses regional wage schedules. The 2026 non-agricultural minimum in Rosario, Cavite reached PHP 600 per day.

Actual loaded costs also include Social Security System contributions, PhilHealth, paid leave, and mandatory 13th-month pay. The employer's Social Security share is 10%, while PhilHealth's 5% premium is shared equally.

Using regional wage data and statutory additions gives an estimated operator planning range of $2.20–$3.60 per hour. The range broadens with skill, shift premiums, transport, meals, and factory overhead.

Per-Harness Economics at 100, 1K & 10K Units

The following model shows how volume changes the result. It is illustrative and does not represent an OurPCB quotation.

The model assumes a 12-circuit harness with 18 crimped terminals, two connectors, labels, protective sleeving, and continuity testing. Labor falls from 42 minutes at 100 units to 27 minutes at 10,000 units.

Estimated material costs are $8.20 in China, $8.80 in the Philippines, and $9.20 in Mexico. These assumptions reflect different supplier depths, not published market prices.

The model also allocates setup and standard freight to a US destination. It excludes factory profit, duties, taxes, dedicated tooling, expedited shipping, and reject costs.

USMCA Rules of Origin Decoded

A harness does not qualify for United States-Mexico-Canada Agreement benefits merely because workers assembled it in Mexico.

Many insulated wiring products fall within Harmonized System heading 8544. Under the USMCA's product-specific rule, goods in subheadings 8544.11–8544.60 can qualify through an accepted tariff-classification change.

If non-originating materials remain within that group, another route requires regional value content of at least:

  • 60% using the transaction-value method
  • 50% using the net-cost method

The same value requirement can apply when production uses specified non-originating copper or aluminum conductors.

Automotive harnesses need extra attention. Subheading 8544.30 covers ignition wiring sets and other vehicle wiring sets. Harnesses used in qualifying vehicles may also fall under the agreement's automotive appendix.

A Mexican factory using Chinese wire, terminals, and connectors cannot assume qualification. The producer must classify every material, calculate origin correctly, and retain supporting records.
